Marco Carrasco is a cross-border attorney and strategic advisor operating at the intersection of law, investment, infrastructure, and the energy transition. Through Carrasco Law, he advises investors and developers on complex transactions, regulatory strategy, and project structuring across carbon management and real assets, with a focus on California, Spain, and Mexico.
What distinguishes his practice is a dual perspective as both legal advisor and project executive. Beyond structuring transactions, he brings direct experience advancing infrastructure and energy projects—from permitting and partnership formation to early-stage deployment.
His work spans high-value cross-border transactions, private equity and real estate joint ventures, and regulatory frameworks in the energy sector. He also draws on a strong foundation in administrative and public law, supporting permitting, institutional alignment, and stakeholder coordination for complex projects.
His experience includes advising and contributing to regulatory and project development frameworks in emerging sectors such as carbon capture and storage (CCUS).

Marco has played a central role in advancing carbon capture, utilization, and storage (CCUS) initiatives in Spain, leading the legal, commercial, and strategic foundations for onshore CO₂ storage projects. His work spans permitting strategy, procurement structuring, and the development of partnerships with major industrial stakeholders—positioning projects for execution within an evolving regulatory landscape.
He brings a differentiated perspective to clients: legal counsel grounded not only in transaction structuring, but in the full lifecycle of complex infrastructure projects—from regulatory approvals and capital deployment to stakeholder alignment and delivery.
At the European level Marco contributed to the development of regulatory frameworks underpinning carbon sequestration. He participated in stakeholder consultation workshops hosted by the European Commission Directorate-General for Climate Action, providing input on risk management, site characterization, transparency, and site closure requirements.
His contributions were informed by direct project experience navigating regulatory ambiguity in Spain, including permitting pathways for onshore CO₂ storage. He provided practitioner input across four guidance documents under the EU CCS Directive, with a particular focus on risk management, site characterization, transparency, and site closure.
